This section includes a collection of tools that specifically address needs of the Third Grade Reading Guarantee. Some programs in this list are fee-based and others are free. Our goal is to provide information about resources that have proven records of improving student achievement; please note, though, that ORC does not endorse one program or approach over another. We encourage teachers and districts to research programs of interest and find the best fit for local circumstances.
As you begin researching, keep in mind the developmental milestones of students in these early grades:
- PreK–K: At this level, effective tools should use a combination of assessments to address letter naming fluency, letter sound identification, blending onset-rimes, phonemic segmentation, and sound repetition.
- Grade 1: Effective first grade tools should address word identification fluency, letter naming fluency, letter sound identification, phoneme segmentation, sound repetition, vocabulary, and word identification fluency.
- Grade 2–3: Tools for second and third grade should measure oral reading fluency, and they should be comprehension-oriented.
You may notice some programs are listed in all categories. These programs may either come as an all-in-one package or offer supplemental items.
